The article by Cullen  Murphy on the work of Murray Feshbach
in filling out Soviet statistics shows the kind of pride
that goeth before a fall.  The Soviets try to conceal
something, Feshbach figures it out and publishes his conclusions
and his methods.  The Soviets get to try again till they find 
out what works.  The article contains no hint that they
ever fooled us about anything.

When a specialist in some part of an organization's activity
becomes head of the whole organization, there is often
increased emphasis on the methods of his specialty.  The
accession of Andropov portends more concealment, disinformation,
repression and larger-scale covert actions abroad.
